Phuong Nam Cultural Tourism Area was initiated by businessman Dang Phuoc Thanh together with members of the Dang family. Construction began on 30 October 2009, the first phase was inaugurated on 26 April 2015, and the complex officially opened to visitors in December 2017. The site was recognized by Dong Thap authorities as a local tourism destination in 2016 and was later recognized as a provincial historical and cultural monument.

The central theme of the complex is remembrance. Nam Phuong Linh Tu contains 21 bronze statues and memorial tablets representing 125 figures associated with the exploration, preservation, and development of the southern land. Among the figures represented are Nguyen Hoang, Nguyen Hue, Nguyen Anh, Mac Cuu, Tran Thuong Xuyen, and Duong Ngan Dich. The complex also honors the ancestors of the Dang family and aims to preserve the heritage of wet-rice agriculture.

Architecturally, the site combines traditional wooden construction with the Hue-style ruong house tradition and adaptations associated with southern Vietnamese houses.
