Cái Chanh became an important revolutionary base during the First Indochina War. From 1949 to 1954, it was used by the Southern Regional Party Committee, the Southern Central Office, and the Southern Resistance Administrative Committee. Several senior leaders worked here during this period, including Lê Duẩn, Lê Đức Thọ, Phạm Hùng, and Ung Văn Khiêm.

The location was valuable because its dense vegetation and extensive waterways made movement and communication possible while providing natural protection from outside forces. Local communities also played an important role in supporting the base.
